ANNOUNCEMENT PUBLIC TENDER

The Minister of Justice, Security and Integration announces that Land Aruba intends to put the following project out to public tender:

“The provision of helicopter services for the benefit of the Police Force Aruba based on a lease agreement”

Brief description and objective of the project:

The project consists of the deployment of a helicopter (including service of a pilot) and the provision of helicopter services in Aruba for the benefit of the Police Force Aruba based on a lease agreement. The primary objective of the project is to have helicopter services available to assist in the fight against crime, the maintenance of public order and investigations. The helicopter (including service of a pilot) will be deployed for performing supporting police work for the benefit of the Police Force Aruba on the instructions of the Police Force Aruba. In addition to police work, the helicopter will also be deployed for patient transportation to transport (seriously) injured persons from hard to reach locations in Aruba and for the search and rescue of missing persons on land and at sea.

Project implementation period:
Within one month (30 calendar days) following the date of awarding the contract.

Address and time availability specifications:
The full project description as included in the specifications will be available for inspection at the Police Force Aruba, Macuarima 65, Santa Cruz as of Monday, August 27, 2018. As of that date, copies of the specifications will be available at the Police Force Aruba at the same address, against payment of AWG 500. This amount must be paid at the secretariat of the Police Force Aruba.

Information:
An information meeting will be held in the conference room of the Police Force Aruba at Macuarima 65, Santa Cruz on Friday, September 7, 2018 at 10:00 a.m. On that date, you can ask your questions about the project orally. Prior to this meeting, information can be requested from the Police Force Aruba in writing or by email xaviera.vis@ministeriejustitie.com at the same address no later than Tuesday, September 4, 2018 at 05:00 p.m. Questions that have been submitted in writing will also be dealt with at the information meeting. 

Summary of additional information and changes:

The summary of additional information and changes will be adopted on Monday, September 17, 2018 and will be available free of charge at the Police Force Aruba at Macuarima 65, Santa Cruz as of that date. The summary of additional information and changes will also form part of the specifications and will, in any event, be sent to all candidates who have purchased the specifications.

Submission of tenders:
Tenders must be submitted in Dutch or English and expressly by means of a tender form and offer list attached to the specifications, accompanied by a statement of the required technical specifications and other requirements laid down in the specifications. Tenders must be submitted in the form of 1 copy of all requested documents in a closed envelope in the designated box at the Police Force Aruba at Macuarima 65, Santa Cruz, before or no later than Monday, October 1, 2018 at 09:00 a.m. It is not possible to divide the services to be provided into parts or to tender for parts of the services to be provided.

Public procurement:
The public procurement will be held at the office of the Police Force Aruba at Macuarima 65 on Monday, October 1, 2018 at 10:00 a.m. The tenders will be read out in public by the chairman or secretary of the Tender Committee on that day. Persons who may in any event attend are the members of the Tender Committee, the Minister of Justice, Security and Integration and the persons to be designated by him, the Chief of Police of the Police Force Aruba and the persons to be designated by him, as well as representatives of the companies that have submitted a tender.

Technical requirements:

  • The helicopter must be equipped with one or more turbine engine(s).
  • The helicopter must at least have a maximum take-off weight of 2500 pounds.
  • The helicopter must have seating capacity for at least three passengers.
  • The helicopter must at least be equipped for Instrument Flight Rules (IFR) Operations.
  • The helicopter must be equipped with extra lighting comparable to at least “25 million candle Power Search light”.
  • The helicopter must be equipped with a Global Positioning System (GPS).
  • The helicopter must be equipped with the FLIR Imaging System.
  • The helicopter must be able to transport a person lying on a stretcher.
  • The helicopter must comply with the other requirements as included in the specifications.

Validity:
The period of validity is ninety (90) calendar days as of the final date for the submission of tenders.

Applicable provisions:
The public procurement is governed by the National Decree on Public Procurements (“AB” [Official Gazette] 1996 No. 58).
